La Secretaría de la CCRVMA coordina la implementación del Programa de Observación Científica mediante una red de coordinadores técnicos nacionales, es decir, de los Países miembros de la Comisión.
Los coordinadores técnicos son responsables de proporcionar la información relativa a la designación de todos los observadores científicos y de asegurar que toda la información y las muestras recolectadas en las campañas de observación son enviadas por el observador a la Secretaría.
